A Guide to Personal Security for Human Rights Defenders
The CELA program works with community advocates and community trainers, providing legal awareness training and building network members’ capacity to deliver community rights and justice education by themselves with minimal support. These networks are on the frontline of the human rights struggle in Cambodia, and frequently they are exposed to significant security risks. Sometimes these risks are unavoidable, while often they are the result of a lack of awareness or adequate planning. Through a variety of these circumstances, it became apparent that a simple and concise training course on security issues was needed in order to help activists understand and appreciate the importance of security, and in turn, improve their ability to reduce security risks or mitigate problems that do arise.
Following research and consultation with community activists and human rights defenders from across Cambodia, the development of A Guide to Personal Security for Human Rights Defenders commenced in mid 2009. The guide includes information and interactive lessons on issues including:
The first draft of this curriculum was delivered in a Training of Trainers workshop in early 2010, with 25 activists taking part. In line with our community empowerment curriculum development ethos, the new lessons were presented and after gathering feedback from the participants, the curriculum was revised and improved for the final publication.

In October 2010, Bridges Across Borders Cambodia launched its second major curriculum resource: A Guide to Personal Security for Human Rights Defenders. This resource was developed with the support of the Swedish Amnesty Fund and the United Nations Office of the High Commissioner for Human Rights.
